<br />
SJR 57, which would have further limited ad valorem by putting a cap on property taxes for senior citizens, failed today in the Senate. Shortly after the first vote, the bill was brought back up on a motion to reconsider and again failed to receive enough votes. <br />
<br />
In a time of financial crisis in our state and with no state money to replace any lost revenue, it is extremely important to preserve the ad valorem funding base as a revenue source for common education and career tech. <br />
<br />
We will continue to watch this issue very closely. <br />

The 2009 Conference will take place at the Colorado Convention Center in Denver, October 28-30, and it will focus on these critical issues: Tools for Engagement, Strategies for Tough Economic Times, 1:1 the Next Steps, Professional Development, Leadership for Innovation, and Preparing Tomorrow’s Workforce with S.T.E.M.<br />

With an emphasis on how to engage and empower students and the importance of integrating technology into classrooms, there will be extensive programming including hands-on workshops, in-depth “mini-academies” and district-led sessions focused on topics such as what leadership means in 21st century learning, how to make use of stimulus funds to build for the future and support students and their communities, how to effectively use technology in the classroom, how to identify which data really helps improve student achievement, evaluation of the promise and reality of open source software, and much more. <p style="margin: 0in 0in 10pt;">Senate Bill 834, known as the Local Empowerment Bill, is now on the Governor's desk.  This innovative piece of legislation will allow parents, communities and local elected school boards to act in the best interest of students and communities. </p>
<p style="margin: 0in 0in 10pt;">Strong public schools are the key to our democracy. Our schools need the competitive advantage that comes from engaged, grassroots involvement of citizens.</p>
<p style="margin: 0in 0in 10pt;">By removing many unfunded mandates from local school districts, SB 834 will allow local school boards to become even more forward thinking in what is best for the students.  This means flexibility for districts to meet state and federal guidelines and student achievement goals.  Decisions will now be based on the needs of our students.</p>
<p style="margin: 0in 0in 10pt;">Having the highest qualified teachers in our schools is critical for student success, which is why protections that are currently in place for teacher dismissal, minimum salary schedules, health insurance and contributions to the Teachers Retirement System will remain in place even if SB 834 becomes law.  And that is the same for school board members who will still have to satisfy their continuing education requirements.  </p>
<p style="margin: 0in 0in 10pt;">Our local communities, school boards, teachers and parents can become empowered, while at the same time supporting and holding one another accountable for our children’s success and achievement.  </p>
<p style="margin: 0in 0in 10pt;">Senate Bill 834 is the stepping stone to creating innovative, forward thinking ideas that have the potential to empower our schools to better serve the needs of students and communities.  The passage of this bill is a critical step to improving public education for all students in Oklahoma.  </p>
